Boater A, walking down the dock in his marina, sees Boater B's power cord dipping into the water at high tide due to excessive slack in the cord.

Boater A looks but sees no one around and Boater B's boat is unattended.

Boater A should:

Why not add, mention it to the owner. If the owner is never around, then who knows what to do, if you move it for them you might just get a shock, then waht?

At our marina, we watch out for our friends boats. We know who does what and who would appreciate pulling the cord out of the water.
On some boats I would correct anything I see wrong. Others I would report to the dock manager and a few, I'd just keep on walking.
I'd never unplug unless I saw clear danger.

I'll take back the part about never unplugging a boat.
Several of us dockers made an executive decision one day to unplug a boat near us and we told the marina owner what we did and why.
None of us had seen the boat owner in several years. We knew there was no food stored in a frig to go bad and the boat, even though it was wood, NEVER had the bilge pump go off.
We were having a very bad electrolosis problem on our nearby boats and all fingers pointed towards this one boat. We were 99% sure it was the culprit. Later that season, we were told that a service technician had gone aboard and resolved the electrical problems. The boat was plugged in again, but the electrolosis problem was greatly reduced.

Definitely B, assuming the marina is properly staffed (someone there at most hours) and you couldn't find the owner at the boat.

A well-run marina is going to have a person experienced with boats and local conditions walking the docks a couple of times a day. That person is going to know how to adjust the cord or lines to keep it out of the water and avoid ripping it out during tidal swings, wind or wave action. Or he may chose to contact the owner.

If your are at a marina where they just don't care about this stuff then you and the boat owner are on your own. Damages and liability are risks that you will have to take or avoid.

get it out of the water (espestialy if it is near my boat). It does not belong in the water. It drives me nuts when I see that especial if the person seems not to care if it is in the water. On another note I would never unplug anyones boat and if someone ever unplugged mine we would have a real issue. And im sorry but that 2% that said they would unplug DON'T.

When I worked as dockmaster, it was part of our inspection tour to pull shore cords out of the water.
